Colorado Springs District Recognized for Innovative, Student-Centered Leadership

The National School Boards Association’s Council of Urban Boards of Education (CUBE) presented the 2025 Award for Urban School Board Excellence to Harrison School District 2 (D2) in Colorado Springs. This prestigious award honors school boards that demonstrate significant growth, innovative leadership, and a strong commitment to student success in urban districts. The award was presented at the 2025 CUBE Annual Conference on September 12 in Los Angeles, before an audience of urban school board members and education leaders.

“The work of the Harrison School District 2 Board demonstrates what it means to lead with purpose and vision,” said Verjeana McCotter-Jacobs, NSBA Executive Director and CEO. “By creating systems that support educators and open doors for every student, they embody the kind of transformative governance that strengthens communities and advances public education nationwide.”

Serving over 12,500 students across southeast Colorado Springs, D2’s student population includes 76% minority students, 75% eligible for free and reduced-price lunch, and 25% English language learners speaking more than 55 languages. Under the leadership of the D2 Board, the district has achieved remarkable outcomes: passage of a $180 million bond to renovate and build schools, record-high staff and administrator retention, improved student performance on state assessments, over $7 million in scholarships earned by graduating seniors, and a 50% decrease in referrals and suspensions.

“The Harrison School District 2 Board has demonstrated that visionary governance, clear priorities, and collaboration with the community can transform student outcomes,” said Joel Rodriguez, Chair of NSBA’s Council of Urban Boards of Education and a member of the School City of East Chicago Board of Trustees in Indiana. “Their leadership ensures that students are at the center of every decision, that barriers to success are addressed, and that every opportunity is maximized. We are proud to honor D2 with the 2025 Award for Urban School Board Excellence.”

The CUBE Award for Urban School Board Excellence recognizes school boards that exemplify strategic leadership, innovation, and measurable impact on student achievement, serving as a model for urban districts nationwide. Harrison School District 2’s board exemplifies these qualities through its student-centered approach, strong community partnerships, and commitment to ensuring every student has access to high-quality education.
