AIAN 2019 Nominating Procedures

Under the provisions of the National Council of American Indian/Alaska Native School Board Members (AI/AN) Bylaws

(Article II, Section 8),

  1. The annual business meeting of the (AI/AN) general membership shall be convened at the annual conference of the National School Boards Association.
  2. National officers and regional directors shall be elected by the general membership at the Annual Business meeting of the AI/AN.  Officers shall take office immediately upon election.
  3. Voting by proxy or absentee shall not be permitted at any AI/AN Council meeting.

Under the provisions of the National Council of American Indian/Alaska Native School Board Members, (Article III, Section 7) In order to serve on the AI/AN Board of Directors, an officer or regional director shall meet the following qualifications:

  1. A regular member of AI/AN, with all dues paid in full.
  2. Each officer and regional director with the exception of the Immediate Past Chair, shall be a duly elected or appointed member of a school district board of trustees, board of education, or state board of education.
  3. A school board member in a district that is a member in good standing of the state school boards association.
  4. This requirement must be met prior to each term by submitting a letter of recommendation from his/her state association
  5. A member of the state Native council (if applicable)
  6. If any of these conditions are violated while the board member is in office, the position will be considered vacant.

Under the provisions of the National Council of American Indian/Alaska Native School Board Members (Article IV, Section 1)

  1. The Immediate Past Chair shall serve as Chairperson of this Committee.  When the position of Immediate Past Chair is vacant or the Immediate Past Chair is unable to serve, the Nominating Committee will be chaired by a member of the Executive Committee designated by the Chair.
  2. Nominations for the Board of Director’s positions must be submitted by council members a minimum of sixty (60) calendar days prior to the election of officers.
  3. The Nominating Committee shall submit a slate of recommended candidate for each position at the annual business meeting of the AI/AN Council.  The Nominating Committee may submit one or more names for each position.
  4. If a candidate is not selected by the Nominating Committee, they may run from the floor by informing NSBA staff and submitting endorsements from five AI/AN members in at least two states outside of the candidate’s own state no later than thirty (30) calendar days before the general election.
  5. The Nominating Committee shall consist of the Immediate Past Chair (committee chair) and two regular voting members of the Council, appointed by the Chair.
  6. The Nominating Committee shall conduct itself and shall discharge its duties according to the standing rules duly adopted by the Board of Directors.                                                                                                 

The members present in Philadelphia, PA, at the Sunday, March 31, 2019, Business Meeting will hold elections.  Listed below are the positions on the AI/AN Board of Directors that are to be filled in the election to be held by the 2019 AI/AN membership

The Roles and Responsibilities of the open positions are outlined below:


  • The Chair shall preside at all meetings of the Council and of the Executive Committee and Board of Directors.
  • The Chair shall appoint all members of any standing or special committees of the Council and shall be deemed a member of all such committees, except that the Chair shall not be a member of the Nominating Committee.
  • The Chair shall be the chief spokesperson for the AI/AN Council
  • The Chair shall perform any other duties as may be prescribed by the general membership.


  • The Chair-Elect shall preside at meetings in the absence of the Chair, at the request of the Chair, or upon a vacancy when the Chair is unable to serve.
  • The Chair-Elect shall have the primary responsibility for the organization and implementation of the AI/AN programming at the NSBA Annual Conference.
  • Additional duties shall be determined and assigned by the Chair.


  • The Secretary shall keep the minutes of all meetings of the Council and of the Executive Committee and Board of Directors and see that all required notices and announcements of meetings are duly given in accordance with the provisions of these bylaws.
  • The Secretary shall be the custodian of the records of the Council.
  • Additional duties may be determined and assigned by the Chair or the Board of Directors.

Regional Directors

  • participate in matters before the AI/AN Board of Directors
  • promote and encourage participation in the activities of the AI/AN Caucus, and activities of the National School Boards Association;

Call for Nominations – 2019 AI/AN Elections                                                                                             

  • act as spokespersons of the AI/AN Caucus in their region when requested to do so by the Chair or the Executive Committee;
  • serve as members of the Membership Committee; and
  • perform such other additional duties as determined and assigned by the AI/AN Caucus Chair.

The Regional Director positions that are open are from the Southern and Western Regions.  Only board members from those regions can be considered to serve in Regional Director positions, and you are encouraged to run for these positions if you are from these regions. 

The Southern Region is comprised of the following states:  Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi. North Carolina, South Carolina, Tennessee, Texas Virginia and West Virginia.

The Western Region is comprised of the following states:  Colorado, Kansas, Montana, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota and Wyoming.

Important:   If you are interested in serving in one of the listed positions, you must make your intent known by submitting the following:

  • Completed Nominating Application;
  • Resumé;
  • Up to four (4) letters of support (which are optional);
  • You must inform your state school boards association that you are interested in a position on the AI/AN Board of Directors.  You must receive acknowledgement from your state school boards association indicating that they are aware of this decision in writing, and;
  • Nominees must be a member of the AI/AN in good standing, and a member of a local school board belonging to a State Association.

Please visit to complete your nomination application and upload supporting documentation.  All completed nomination applications must be submitted online by 11;59 pm, Eastern Time, Friday, January 11, 2019, no exceptions.  No candidates other than those adhering to the procedures outlined above will be eligible to run for a position on the AI/AN Board of Directors at the AI/AN Annual Business Meeting, Sunday, March 31, 2019.

If you wish to vote during the AIAN Business Meeting, you must be a member of the AI/AN in good standing, having

completed the process for membership by Friday, March 1, 2019.  Any membership applications submitted after

March 1, 2019, will not be considered valid for running from the floor, nor will you be able to vote during the 2019 AI/AN Business Meeting.

Persons who are nominated by a second party will be contacted by NSBA staff to confirm their willingness to serve.
