2019 NHC Nominating Procedures

Under the provisions of the National Hispanic Council of School Board Members Bylaws (Article II, Section 9),

  1. The annual business meeting of the National Hispanic Council general membership shall be convened during the annual conference of the National School Boards Association.
  2. The date and time of the annual business meeting shall be determined by the Board of Directors of the National Hispanic Council in conjunction with NSBA staff.
  3. Voting by proxy or absentee voting shall not be permitted at any National Hispanic Council meeting. 
  4. National officers and regional directors shall be elected by the general membership at the annual business meeting of the Hispanic Council.  Officers shall take office immediately upon election. 

The membership present in Philadelphia, PA, at the Saturday, March 30, 2019, Business Meeting will hold elections.  Listed below are the positions on the NHC Board of Directors that are to be filled in the election to be held by the 2019 NHC membership.

In accordance with ARTICLE IV, Section 1 of the NHC Bylaws:

  1. The Immediate Past Chair shall serve as Chairperson of this Committee. When the position of the Immediate Past Chair is vacant or the Immediate Past Chair is unable to serve, the Nominating Committee will be chaired by a member of the Executive Committee designated by the Chair.
  2. Nominations for Board of Director positions must be submitted by Council members a minimum of sixty (60) calendar days prior to the election of officers.
  3. The Nominating Committee shall submit a slate of recommended candidates for each position at the annual business meeting of the National Hispanic Council. The Nominating Committee may submit one or more names for each position.
  4. If a candidate is not selected by the Nominating Committee, they may run from the floor by informing NSBA staff and submitting endorsements from five NHC members in at least two states outside of the candidate’s own state no later than thirty (30) calendar days before the general election.
  5. The Nominating Committee shall consist of the Immediate Past Chair (committee chair) and two regular voting members of the Council, appointed by the Chair.
  6. The Nominating Committee shall conduct itself and shall discharge its duties according to the standing rules duly adopted by the general membership.

The NHC Nominating Committee will receive nominations from those NHC members who are interested in serving as members of the NHC Board of Directors.  From those applications received, the Nominating Committee will develop a slate of recommended candidates to present at its annual business meeting in Philadelphia, PA.  The Chair of the Nominating Committee will report to the Council membership present at the NHC Business Meeting and Elections on Saturday, March 30, where voting will take place. 

The Roles and Responsibilities of the open positions are outlined below:

Chair

  • The Chair shall preside at all meetings of the National Hispanic Council and of the Executive Committee and Board of Directors. 
  • The Chair shall appoint all members of any standing or special committees of the National Hispanic Council and shall be deemed a member of all such committees, except that the Chair shall not be a member of the Nominating Committee.
  • The Chair shall perform any other duties as may be prescribed by the general membership.
  • The Chair shall be the chief spokesperson for the Hispanic Council.

Chair-Elect

  • The Chair-Elect shall perform the duties of the Chair in the event that the Chair is disabled and unable to act, is removed, or abandons the office.
  • The Chair-Elect shall have primary responsibility for the organization and implementation of the National Hispanic Council programming at the NSBA Annual Conference.
  • Additional duties shall be determined and assigned by the Chair.

Regional Directors

  • participate in matters before the NHC Board of Directors
  • promote and encourage participation in the activities of the National Hispanic Council, and activities of the National School Boards Association;
  • act as spokespersons of the National Hispanic Council in their region when requested to do so by the Chair or the Executive Committee;
  • serve as members of the Membership Committee; and
  • perform such other additional duties as determined and assigned by the NHC Caucus Chair.                                                                                   

The Regional Director positions that are open are from the Northeast, Pacific, Southern and Western Regions.  Only board members from those regions can be considered to serve in Regional Director positions, and you are encouraged to run for these positions if you are from these regions. 

The Northeast Region is comprised of the following states:  Connecticut, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, and the U.S. Virgin Islands.

The Pacific Region is comprised of the following states:  Alaska, Arizona, California, Idaho, Nevada, Oregon, Utah and Washington.

The Southern Region is comprised of the following states:  Alabama, Arkansas, Florida, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Texas, Virginia and West Virginia.

Western Region is comprised of Colorado, Kansas, Montana, Nebraska, New Mexico, North Dakota, South Dakota, Oklahoma, and Wyoming.

Important:   If you are interested in serving in one of the listed positions, you must make your intent known by submitting the following:

  • Completed Nominating Application;
  • Resumé;
  • Up to four (4) letters of support (which are optional);
  • You must inform your state school boards association that you are interested in a position on the NHC Board of Directors.  You must receive acknowledgement from your state school boards association indicating that they are aware of this decision in writing, and;
  • Nominees must be a member of the NHC in good standing, and a member of a local school board belonging to a State Association.

Please visit https://equitysurveys.wufoo.com/forms/sumus7c1i2mbg5/  to complete your nomination application and upload supporting documentation.  All completed nomination applications must be submitted online by midnight, Eastern Time, Friday, January 11, 2019, no exceptions.  No candidates other than those adhering to the procedures outlined above will be eligible to run for a position on the NHC Board of Directors at the NHC Annual Business Meeting, Saturday, March 30, 2019.

If you wish to vote during the NHC Business Meeting, you must be a member of the NHC in good standing, having completed the process for membership by Friday, March 1, 2019.  Any membership applications submitted after

March 1, 2019, will not be considered valid for running from the floor, nor will you be able to vote during the 2019 NHC Business Meeting.

Persons who are nominated by a second party will be contacted by NSBA staff to confirm their willingness to serve.
