NBC 2019 NOMINATING PROCEDURES

Under the provisions of the National Black Council of School Board Members Bylaws (Article II, Section 9),

  1. The Annual Business Meeting of the National Black Council general membership shall be convened at the annual conference of the National School Boards Association. 
  2. The date and time of the Annual Business Meeting shall be determined by the Board of Directors of the National Black Council in conjunction with NSBA staff.
  3. Voting by proxy or absentee voting shall not be permitted at any National Black Council meeting.
  4. National officers and regional directors shall be elected by the general membership at the annual business meeting of the National Black Council.  Officers shall take office immediately upon election.

Under the provisions of the National Black Council of School Board Members Bylaws (Article IV, Section 1):

  1. The designee of the Chair, in the absence of the Immediate Past Chair, shall serve as Chairperson of this Committee.  Nominations for Board of Director positions must be submitted by Council Members to the Nominating Committee chair a minimum of sixty (60) days prior to the election of officers.
  2. The Nominating Committee shall submit a slate of recommended candidates for each position at the annual business meeting of the Black Council.  The Nominating Committee may submit one or more names for each position.
  3. The Nominating Committee shall conduct itself and shall discharge its duties according to the standing rules duly adopted by the Board of Directors.
  4. Nominations also may be made from the floor at the Annual Business Meeting.

The membership present in Philadelphia, PA, at the Saturday, March 30, 2019, Business Meeting will hold elections.  Listed below are the positions on the NBC Board of Directors that are to be filled in the election by the 2019 NBC membership.

The Roles and Responsibilities of the open positions are outlined below:

Chair-Elect

  • The Chair-Elect shall perform the duties of the Chair in the event that the Chair is disabled and unable to act, is removed, or abandons the office.
  • The Chair-Elect shall have the primary responsibility for the organization and implementation of the NBC programming at the NSBA Annual Conference.
  • Additional duties shall be determined and assigned by the Chair.

Regional Directors

  • participate in matters before the NBC Board of Directors
  • promote and encourage participation in the activities of the National Black Council, and activities of the National School Boards Association;
  • act as spokespersons of the National Black Council in their region when requested to do so by the Chair or the Executive Committee;
  • serve as members of the Membership Committee; and
  • perform such other additional duties as determined and assigned by the NBC Chair.

The Regional Director positions that are open are from the Southern and Pacific Regions.  Only board members from those regions can be considered to serve in Regional Director positions, and you are encouraged to run for these positions if you are from these regions. 

The Southern Region is comprised of the following states:  Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Texas, Virginia and West Virginia,

The Pacific Region is comprised of the following states:  Alaska, Arizona, California, Idaho, Nevada Oregon, Utah and Washington.

Important:   If you are interested in serving in one of the listed positions, you must make your intent known by submitting the following:

  • Completed Nominating Application;
  • Resumé;
  • Up to four (4) letters of support (which are optional);
  • You must inform your state school boards association that you are interested in a position on the NBC Board of Directors.  You must receive acknowledgement from your state school boards association indicating that they are aware of this decision in writing, and;
  • Nominees must be a member of the NBC in good standing, and a member of a local school board belonging to a State Association.

Please visit https://equitysurveys.wufoo.com/forms/s1rv3nod1wrk8hw/ to complete your nomination application and upload supporting documentation.  All completed nomination applications must be submitted online by 11:59 pm, Eastern Time, Friday, January 11, 2019, no exceptions.  No candidates other than those adhering to the procedures outlined above will be eligible to run for a position on the NBC Board of Directors at the NBC Annual Business Meeting, Saturday, March 30, 2019.

If you wish to vote during the NBC Business Meeting, you must be a member of the NBC in good standing, having completed the process for membership by Friday, March 1, 2019.  Any membership applications submitted after March 1, 2019, will not be considered valid for running from the floor, nor will you be able to vote during the 2019 NBC Business Meeting.

Persons who are nominated by a second party will be contacted by NSBA staff to confirm their willingness to serve.
