Raymond Wiss
President

Raymond R. Wiss was elected President of the New Jersey School Boards Association in May 2010.  A 19-year school board member, he has served on the NJSBA Board of Directors since 2007.

At the local level, Mr. Wiss has been a member of the Northern Valley Regional Board of Education since 2001, having served as the board’s president and vice president.  Previously, he was a member of the Old Tappan Board of Education from 1988 to 1995, also serving as board president during that time.

He has also served as a member of the Bergen County School Boards Association Executive Committee from 1991 to 1995, and from 2002 until the present.

From 1996 to 2000, he was mayor of the Borough of Old Tappan.

Mr. Wiss is a managing member Wiss & Bouregy, P.C., attorneys at law.  He received a bachelor’s in political science from Rutgers University, where he was a Henry Rutgers Scholar, and he earned his J.D. from the Seton Hall University School of Law. 

He and his wife Pam have been married 36 years, and they have three adult children.

Marie Bilik
Executive Director

Marie S. Bilik was selected as the New Jersey School Board 
Association’s eighth executive director in 2007.

As executive director, she manages the day-to-day operations of a 70-member staff with an annual operating budget of about $10 million, serving more than 4,800 school board members in 588 local districts, as well as 44 charter schools.

Just three years into her term, Bilik’s accomplishments are impressive. She has guided the Association through the state economic crisis, the establishment and implementation of a new state school funding formula, and the transition to a new governor.

Bilik established the Educational Leadership Foundation of New Jersey (ELFNJ), a non-profit that advances public education governance through training, research and attaining grants to further professional development. She presided over a complete renovation of NJSBA’s 50-year old headquarters building, including significant infrastructure improvements that will allow the facility to serve NJSBA members and staff for decades to come. Under her guidance, NJSBA has revamped its training programs for members so they can comply with requirements newly required by law.  Bilik also initiated NJSBA’s expanded efforts to educate and train school board members via electronic avenues such as webinars, electronic newsletters and social media methods such as Facebook and Twitter.

Bilik has worked for NJSBA since 1993. Her experience in the Association ranges from advocacy to direct services and her experience prior to working for NJSBA ranges from serving on a local board to serving as a mayor in Sussex County.

Before being selected as NJSBA executive director, Marie served as the Association’s director of field services. The field service staff specializes in service designed to assist local school boards in their governance of public school districts.  Prior to that, she worked as NJSBA’s membership advocacy coordinator, as a field service representative and as a county program coordinator.

A resident of Sussex County, she served as a board of education member from 1981 to 1988, a council member in Green Township from 1988 to 1993 and mayor in 1993. She is currently a member of the township planning board, its historical society and a trustee for the Allamuchy Green First Aid.
