Protecting Students from Harassment and Hate Crime
Abstract:This two-part guide was created to provide a framework for developing policies and practices to protect elementary and secondary students from harassment and violence and respond to it effectively when it does occur. Part I provides fundaments on ensuring a comprehensive approach to eliminating harassment and hate crime. Part II gives step-by-step guidance in developing the district's written anti-harassment policy, identifying and responding to incidents of harassment, coordinating formal complaint/grievance procedures, creating a school climate that appreciates diversity, and addressing hate crimes and conflicts in school and in the community. A number of useful materials are included in the appendices such as sample school policies, protocols and checklists and other reference materials. Also, the guide presents specific requirements by federal law, but urges schools to contact their state attorney general and the department of education for specific information on state and local laws applicable to harassment and hate crime.
