Colorado Voucher Program (never started)
The Colorado Legislature enacted a school voucher program in 2003, despite previous rejections of the idea by voters in state referenda. The program never began however after state courts and the Colorado Supreme Court ruled that it violated the state constitution's local control clause. Lawmakers reconsidered the law during the 2004 legislative session but rejected attempts to rewrite it.
